Potensi Karbon Biru Indonesia dalam Diplomasi Iklim: Studi Komparatif Kosta Rika, Seychelles, dan Australia

Abstract
Indonesia memiliki cadangan karbon biru terbesar di dunia, tetapi potensi ekologis ini belum dioptimalkan sebagai instrumen diplomasi iklim dan masih terbatas pada agenda mitigasi serta perdagangan karbon. Faktor ekonomi memang tidak bisa dihindari secara penuh, tetapi faktor daya ungkit reputasi (reputational leverage) dan kemampuan untuk berdaya di atas ekosistem pesisir sendiri semestinya diletakkan lebih utama bagi Indonesia. Artikel ini bertujuan mengubah cara pandang Indonesia terhadap potensi karbon birunya sendiri, sekaligus menggeser perspektif internasional terhadap diplomasi iklim negara ini. Pada akhirnya, karbon biru diposisikan sebagai alat diplomasi yang otentik dan berdaya di forum internasional. Menggunakan kerangka environmental diplomacy dan niche diplomacy, kajian ini menerapkan metode studi komparatif terhadap tiga negara yang berhasil mengonversi potensi karbon biru menjadi alat diplomatik, yaitu Kosta Rika, Seychelles, dan Australia. Hasil kajian menunjukkan bahwa karbon biru belum sepenuhnya berhasil dijadikan leverage diplomatik oleh Indonesia, karena kebijakan yang ada masih berorientasi pada mitigasi domestik dan kepentingan ekonomi, serta belum dikonsolidasikan menjadi identitas diplomasi lingkungan yang koheren. Penelitian ini merekomendasikan Indonesia untuk membangun diplomasi iklim dengan cara membentuk badan jaringan epistemic community berbasis karbon biru, platform digital diplomatik, diversifikasi keterlibatan multilateral sesuai karakter forum, serta identifikasi partner dalam penyediaan pembiayaan dan teknologi.
