Pangan Biru sebagai Pilar Ketahanan Pangan Global: Implikasi dan Peran Diplomasi Indonesia

Abstract
Artikel ini membahas urgensi pangan biru sebagai pilar ketahanan pangan global dan implementasinya dalam diplomasi Indonesia dengan menyintesis tiga rumpun literatur—pangan biru, ekonomi biru dan tata kelola laut, serta kebijakan dan diplomasi pangan Indonesia—untuk mengembangkan kerangka “diplomasi pangan biru Indonesia”. Pangan biru, yang mencakup sumber daya akuatik seperti ikan dan rumput laut, dipandang menawarkan solusi terhadap krisis iklim dan kelaparan karena memiliki jejak lingkungan yang relatif lebih rendah sekaligus berkontribusi besar pada pemenuhan gizi dan penghidupan masyarakat pesisir. Sebagai negara kepulauan dengan kekayaan laut melimpah, Indonesia memiliki potensi signifikan untuk menjadi pelopor transformasi pangan biru melalui penguatan kebijakan ekonomi biru, integrasi pangan biru dalam perencanaan pembangunan nasional, dan diplomasi pangan yang inklusif. Artikel ini menyoroti tantangan utama yang dihadapi, antara lain dinamika geopolitik Indo‑Pasifik, regulasi perdagangan dan standar keberlanjutan yang berpotensi proteksionis, praktik IUUF, serta keterbatasan tata kelola dan kapasitas nelayan kecil, dan menawarkan strategi diplomasi pangan biru yang berlandaskan penguatan kebijakan nasional, pembentukan koalisi internasional berbasis kepentingan bersama, dan pemberdayaan masyarakat pesisir. Dengan langkah yang terarah, Indonesia berpeluang tampil sebagai pelopor transformasi pangan biru di kawasan sekaligus aktor normatif dalam tata kelola pangan laut global yang berkeadilan dan berkelanjutan.
