Mengonstruksi Otonomi Strategis: Identitas Non-Blok dalam Strategi Hedging Indonesia di Tengah Rivalitas AS-Tiongkok

Abstract
Di tengah eskalasi persaingan kekuatan besar antara Amerika Serikat dan Tiongkok, kajian mengenai kebijakan luar negeri Indonesia cenderung didominasi oleh pendekatan realisme pragmatis yang memandang strategi hedging semata sebagai kalkulasi manfaat materiil. Perspektif ini masih mengabaikan peran fundamental identitas dalam membentuk perilaku negara. Penelitian ini bertujuan mengisi kesenjangan teoritis tersebut dengan menganalisis prinsip Non-Blok sebagai identitas yang dikonstruksi secara intersubjektif dalam strategi hedging Indonesia saat ini. Dengan menggunakan kerangka Konstruktivisme, penelitian ini menerapkan metode kualitatif deskriptif analitis melalui studi kepustakaan yang mencakup pernyataan resmi, berita, buku dan artikel ilmiah. Data tersebut kemudian dianalisis secara interpretatif untuk melacak pola narasi serta makna di balik keputusan strategis. Temuan utama menunjukkan bahwa strategi hedging Indonesia bukan sekadar taktik pragmatis sesaat, melainkan sebuah mekanisme aktif untuk mengkonstruksi otonomi strategis yang berakar pada identitas Non-Blok. Identitas ini beroperasi melalui mekanisme ganda; mempertahankan keterlibatan ekonomi dengan Tiongkok serta menjaga kerja sama keamanan dengan Amerika Serikat guna mengubah persepsi ambiguitas menjadi daya tawar nyata. Studi ini merekomendasikan agar Indonesia mengapitalisasi identitas tersebut untuk bergerak melampaui fleksibilitas diplomatik menuju kepemimpinan aktif dalam pembentukan norma di Indo-Pasifik.
